Have an entire yard full of 3ft tall weeds to get removed. What other options do I have here to get it all clear? Any tools that would help digging it out of the rocks? Whats the best strategy here? Photo is only shows 1/8th of the yard size and some areas have even more in it.

Set your mower to high height, then mow them down. Follow that up by treating with Round-up herbicide using a battery operated back-pack sprayer, or hire someone to come in and do the same.

I wouldn't use a mower even on a high level. You'll be throwing rocks. You could try a weedeater. Then spray. Maybe a weed preventer in the spring. Was your surface properly prepared before you added rocks? You may need to add more rocks.

This looks more like mulch than rocks? At this point considering how big the weeds are, probably best to pull them up. Grab each plant in a bunch down around the soil line and pull it out. Could take some time and effort. I had a neighbor years ago who paid her kids 5¢ for every weed they pulled, they got the job done. Be sure to get all the roots. Once done, if that is gravel, you can keep the new little weeds that will pop up burned off with a propane roofing torch (don't let the kids do this part). Set the flame very low and just skim across the top of the rocks burning the little weeds. This works, I've done it. Fast and easy, no chemicals. If this is wood chip mulch, the roofing torch is a no go. Why in the world did you wait until now to decide to take action ? I have a small rock area close to my house in the septic tank area and once a week I zap anything growing with RoundUP.

Mow. I mow over rocks on 5 and it's OK. Set deck to highest setting - well, mine are riding mowers - and do first run, then knock it down a notch. If you have push mower, then I am not sure, their settings are different.
